really has no requirements. A President can give one to anyone he wants to.

The Congressional Medal of Honor, however, has very exacting requirements of heroism beyond what is normal. That's why so many MoH recipients receive it posthumously.

There is no comparison whatsoever between the two awards.

I can't imagine how anyone could confuse the two.
