My point was that her tenure was pretty cautious as her main goal was to win the presidency in 2016.

Between the various environmental achievements - the Paris Accord, the US/China agreement, the many accomplishments that came out of the Our Oceans conferences, the agreement on air transportation emissions and adding controlling HFCs to the Montreal protocol at Kilgari.- he was instrumental on the Iran Deal, and was one of several Obama people who created the plan and built the coalition to fight ISIS.

I think HRC was passionate on trying to improve the standing of women and children. I read the media when she was SOS. Initially there was great excitement and the view that her prominence could make her an exceptional SOS. However, there were many articles then suggesting that that did not happen. Any article written when she left office was colored by the likelihood that she would be President.

I was not saying she was a poor or even mediocre SOS, but that I think John Kerry was better and was an exceptional SOS.
