The renaming measures weren't standalones; they were part of the general FY 2021 defense appropriations bill. So many Dems - including Sens. Warren, Harris, and Sanders - voted against the bill and are part of those 14, probably because there was something in there (i.e., some sort of defense spending or related measure) that they didn't like. There's no record - without perusing the committee and floor discussions of the bill - of who objected to the renaming measures.
