there will be a gap even though Kudlow just announced it will be extended.

The Repubs are believed to have screwed up big time by not making a deal months ago when they were much more powerful, instead of failing to foresee the course of this pandemic. They of course would want widespread evictions for their expected devastating effect on voting by those displaced. They need to be able to play their usual viciously corrupt hard ball, but this close to the election it's their balls in the Democrats' vice, with blame falling squarely on them if they made it happen now.
