They are discussing possible scenarios with members of the Transition Integrity Project, which is a group of people who have held high level positions in government and/or militsry. One of the guest speakers is a colonel. The discussion is about how the nation would handle it if Trump refuses to go. They have considered various scenarios and how agencies and individuals in government would deal with that possibility, which they take as a very real and serious one.
It seems that this group, who are more experienced and knowledgeable than most people, including me, are not so casual or confident about the outcome of the election and how it will be handled. They anticipate the possibility of voter disruption, intimidation of poll workers, interference with mail in ballots, a rigged outcome or a refusal of Trump to acknowledge losing. They are saying it is naive to think that the election and possible need for removal of Trump would proceed smoothly without a hitch.
