And perhaps not being counted (unless it's so close there's a recount, which is the only time these ballots really matter, and they WOULD be counted then) is irrelevant.


The only reason a very small % of ballots not arriving on time and being counted is if someone is manually manipulating WHICH ONES ... don't arrive on time. Or if the election is SUPER close. In which case there's a recount and presumably the ballots postmarked on time will be counted.

The extra work for the PO can also easily be accounted for by the election boards telling people to mail their ballots in ... EARLIER.
