about how she had been a drug addict (untrue), reveals how he is likely thinking about current stimulus negotiations: that the deeper the hole, the more sweet the relief when it does come.

He is setting this up for him to be the sole rescuer, in the form of an EO, to come only after the desperate unemployed and those on the brink of eviction are in the deepest depths of despair, suffering greatly, before he rides in to the rescue with his Yoo-defended strategy of an EO. Thus, he figures, many will forget *why* they were in that predicament in the first place, and *who* put them there (him, of course). But he will get the credit for coming to their aid, and, he hopes, vote for him out of gratitude.

It's so obvious. And will likely work.
