As long as the state positivity rate stays under 3%, the schools can remain open. So he has a plan here with a defined metric. The WHO calls for a target of 5% - 10% here, so it is more stringent than that.
Contrast that with South Carolina's positivity rate of 16% where they are opening at the end of the month as well. Is there even a metric being employed?
Then you have whatever the hell is going on in Florida and Georgia.

Cuomo set goals and guidelines. If they were met, he would allow for re-openings to start.
