"The envelope (containing the ballot -- added by NCjack) may be mailed or delivered in person to the county board of elections office or an open early voting site during the early voting period.
Only the voter or the voter’s near relative may possess the absentee ballot to return it to the board of elections."

My best option is to go to an early voting site. If the waiting line is short, vote on the machine. If the line is long, deposit my absentee ballot.
