In most places, as long as you havent submitted the ballot, you can vote in person.

I live in Ohio...you are correct. And we only had one drop off bin for votes during the primaries

I am pretty sure it would be o'key to vote by provisional ballot and shouldn't result in charges.

My NJ county sends a confirmation card with an 'I have Voted by Mail' peel-off sticker attached.
