when you can't do anything that doesn't look bad. First he is in the old old position of having to deny being a monster when the problem comes from his own gratuitously heartfelt words. Next he needs money and staff so he gives bonuses.... to show he has plenty? ...to pause the exiting rats with cheese? to reward them for possibly saying "we told you so?"
