Ive seen this question posed multiple times now. What does it matter? The postal service exists for a reason even if you dont use it as such.

In LA County, in previous elections, if you had a vote-by-mail ballot, you had to surrender it in

My state wouldn't allow me to vote as usual if I requested absentee ballot but it didn't arrive.
