I believe the reason why he doesn't want FEMA to pay for emergency relief is there isn't any money or enough money. And remember that Trump with his EO told states that he would pay $3 out of $4 in federal unemployment benefits, with the $3 being taken out of FEMA funds. Suppose Texas and Louisiana opted for that deal; that would mean no money for disasters in their respective states.
