And I'd imagine 'the order that things get paid off' conveniently puts the 'fines' as 'the last thing to be paid'.

Kinda like interest is paid first on credit cards, and THEN principle if any is left over.

Or everything you pay is applied to everything you owe, such that no one category of 'thing' gets entirely paid off (including fines) until everything is paid off.
