Men will attack women, children, the disabled and physically smaller men. When its a physical match they will attack in groups,with weapons or both. The women will slap at children and other women they perceive to be in lower socioeconomic tier. They will slap at men and women that are somehow limited in how they can respond based on it at as well. When they understand that the victim will most likely respond in kind they call the police to do violence by proxy.

Perhaps I over generalize here, but I don't think its by much.
