He did not say before the election, thankfully -at least not in any of the quoted text in the article. And he was insinuating it would be filled in the same amount of time as Ginsburg's nomination was (42 days). There are 42 days until the election, and he still doesn't seem sure that he has the votes to confirm a nominee. It is unlikely although not implausible that he will confirm anybody before the election.
