It also removes a possible jolt by an October surprise.
They also need to spend some advertising dollars explaining how voters can go online and track where their ballot is in the process but warning it could take a week for the information to get posted.

That's pretty close to Texas law. However, we get 6 days to go to the Election Office.

Two years ago when I voted in the midterms, I forgot that I had asked for a mail-in ballot.

Yup. I am personally dropping off my vote by mail ballot at my Registrar ASAP.
