Kids who have unstable or neglegigent home lives frequently look for love and acceptance through sex. It's a symptom. There are kids who handle sex all right in their teens too, but the statistics are naturally skewed. I think on the whole waiting until late teens is a good idea but again it's not the sex per se, it's what the world around them offers, judges, and withholds.
