That happened years ago when I lived in San Diego.
Mercy Hospital (mercy?) was accused of taking poor patients, via wheelchair, to an nearby bus bench and abandoning them there, without the wheelchair, no money or place to go.

It's called 'patient dumping'.

Mercy later admitted to "an error in judgement".
