8. Does Puerto Rico even want to be a state?

Right now, Puerto Rican residents don't pay federal income tax...which they would if they were a state.

Also, I think the GOP would be recalcitrant to sign off on PR/DC statehood unless they could find two GOP-heavy states (say, split Idaho and Kansas into two states) to admit, which would restore the balance of power in the Senate.
