That's a list of everything he is not.

The gimmick is to give the impression he has character, values and morals. If he decrees it than the implication that any of that is about him is left to the public. That can only work with people who have not been paying enough attention to his overall behaviors, endless plotting to overthrow the country and the huge, cardboard facade he has dropped on America.
