Not sure why they would do this but the vast amount of postal theft is related to on premise theft.

If you look carefully at your local post office building you will see a separate door on the side of the building. This door opens to a stairway that goes to a concealed walkway around the interior of the post office sorting and distribution areas. Every 10 feet or so there are narrow slits that allow postal inspectors to view the handling of mail without being observed.
