With family in Chicago and Phoenix I’ve ridden Amtrak lots. Passenger trains ALWAYS are secondary to freight. Tracks (and the maintenance of them) are owned by BNSF and other freight rail carriers. Amtrak pays them to use their tracks so Passenger trains are held up while freight takes priority on the tracks.
