3. The picture is kind of unclear, but those may not be power lines.

These may be communication lines, either telephone or cable TV/Internet. Those lines are almost always run lower than power lines on poles. While I agree that messing with anything on power pole structures is not advisable for a non-electrician, communications lines pose no threat in and of themselves re: deadly voltage / amperages or ground fault issues.
