Okay, when Biden wins and calls for mandatory masks for all, how will that be enforced? [View all]

The County Sheriff where I live is against a mandate, saying it will be impossible to enforce.
People cannot be jailed, there aren't enough cells. I was thinking a fine, such as $50.00 for the
first offense. $100.00 for the second offense, and then time at the county zoo. (Jail)
That would create even more money for the county than speed traps.
Seriously, I believe that a mandate is needed, but wonder about the details.
