It was a gaffe. I was listening live, noticed it, and had to pause to figure out what he meant when he said it. He corrected it in the next sentence. But it was just a plain, ordinary slip of the tongue.

Frankly, he makes far fewer of them than Trump does. But it doesn't help our cause to make arguments that don't pass the laugh test.
