access road was blocked by cars that kept arriving, with some people on foot even as the rally was ending, plus people who were dropped off by cars and buses that could not get through to pick them up again. All compounded by people trying to walk back to cars in large groups on the road, then collapsing from exhaustion and the cold.

So buses and even rescue vehicles can't get through to help. Enormous traffic jam composed of people on foot, parked cars, and people in cars who didn't make it to the rally on time and were turned back. Buses in parking lots nearly 4 miles away, unable to pick up the people they had dropped off.

Rescue vehicles and buses got turned back by some of the cops on the scene who were on a different channel and did not realize that the vehicles they turned back were supposed to be let through and a path cleared for them.
