People are not real to him. They are objects, which is why he is often described as being without empathy.
He requires their adoration, yet does not feel any need to sustain them, such as providing the damn buses.
He'll say and do what he needs to get the reaction he craves from the adoring fans -- and it's predictable and repeatable -- but doesn't care if they die from the virus.
