9. Actually, in the Trump tax cut, there was a new loophole which gave those moving jobs overseas

a new tax credit so yes Trump did exactly that...he lost more manufacturing jobs in three years than you can imagine. I live in Ohio. When you combine this with the jobs lost due to tariffs on China, We lost many manufacturing jobs in Ohio even before the pandemic.
