Remember "compassionate conservatism?"
Ironically enough, I'm afraid the GOP could have made more inroads and expanded their base greatly if they'd run with this lead provided to them by Shrub - but they didn't. They hated him for it and they abandoned any pretense of it when they abandoned him and his embarrassing presidency.
Yes, the term was always a senseless oxymoron along the lines of "clean coal," but that's not the point. The point is that it held great appeal to the type of people who think Ronnie was a nice guy/pretty good president but are uncomfortable with the idea of taking medical care and food away from hungry children. You know, swing voters. The ones who are about to paint the country blue.
