If he couldn't make money off of you, you better get ready to kiss his ass and stroke his ego to get what was due you already allocated by Congress. The trouble with the power of the purse being congress's to allocate but the executive department held the strings as to when and how to disburse it - like the funds to fight Covid to the tribes, FEMA money for Puerto Rico, wildfire money to the West Coast and the assistance money to Ukraine. Safeguards were never really built into things like this because it was never imagined that an American President would stoop so low to misuse them in this way.
