Pompeo needed to be in the Army at least 10 years to be eligible for promotion to Major, and at least 2 years as a Captain.
He was only half way there.
The idea is to encourage officers to make a career of it. Obviously he didn't want that.

My father went to OCS at Ft. Leavenworth and made Captain in 7 years I think
