The norm that all the states would then be able to trample, forever. It's totsl chaos. And there are too many good people who would have to play along to pull it off. Turtle can't scare or bribe them all. But our payoff comes when legally the states must certify and then the magats will all resent the gop leaders and skip the GA runoff. This is going to save the senate for us.
