I'm not sure how AZ does provisional ballots

In TX a provisional ballot usually means it isn't counted, because the voter is probably not registered within the county or not registered etc, but I've learned in PA if you did not receive your mail ballot, you must vote provisional. In TX, we cancel the mail ballot and you vote in person, so a provisional is not issued
