28. Was that disapproval rate nationwide or just in Kentucky?

It could be that the general US population hates McConnell, while the people of Kentucky love him no matter what he does. Remember, these are the people who love the Kentucky health plan - which was actually part of the ACA - while they hate the ACA, or as they call it, Obamacare.
