this is one of those trial balloons that t'Rump sends out.

He sends out all sorts of crap via tweets, at rallies, and via "leaks" and sees how they play. Then he carries on with the ones that get a reaction in which he sees possibilities.

Just getting attention is one of his goals, so he has succeeded in that.

We will see where this goes.
