Some RW radio stations are owned by individuals who can afford to run them without a profit and stay on the air for propaganda purposes. I don't know of any lefties willing to do that.
The type of programming matters in attracting listeners. I'd think it would need to be varied - music, talk shows, sports, news. I know of one independent station that does that, and they include an ethnic show in English and a common foreign language in the community. They do community news and events announcements, and music from local musicians. They also play old time radio dramas once a week. They include a few programs that you can also hear on NPR. Their editorial comments and discussion programs are always left leaning.
More stations like that in communities around the country could be beneficial in carrying factual news, views from the left, and entertaining people at the same time.
