Yes, it’s definitely a domestic issue as well, but unlike AG, Labor, HHS, HUD etc., Climate also has a very large foreign component, including international treaties, coordination and cooperation. The fact that a former Secretary of State, with extensive foreign contacts and foreign policy experience was chosen is a testament to the foreign policy component of Climate.
