That requirement is codified in state law. When Jill Stein requested a recount of the 2016 presidential election, Wisconsin forced her to pony up before they would start.

Wisconsin subsequently added a requirement that the requesting candidate must be losing by less than 1% of all the votes cast. If that law had been in place in 2016, Clinton would have been able to request a recount but not Stein.
