29. Many people move and have cell phone numbers from area codes they no longer live in.

I always call GOP reps and the phone number has never been a problem. Address verification is easy and takes 1 minite. Google "Zillow for homes for sale" in the specific states and cities of the reps you call. I get a valid address and zip code and make a call all in 2 minutes. It works every time I have done it (over 500 times in the last 4 years).
