"At least five states California, Nevada, New York, Oregon and Washington and a Black medical group say theyll conduct independent verification of any COVID-19 vaccines approved by the Food and Drug Administration."
If they won't allow their residents to receive the vaccine, the priority on distribution needs to be on those remaining states that will accept the FDA approval.
