Here the December 4th petition to the GA court

It is submitted four days before safe harbor date of Dec 8th and not resolved until today.

With this case outstanding until today, why is GA regarded as having attained safe harbor disposition on December 8th?

Wisconsin didn't get it but apparently GA did. Why?

I have no opinion on this. I am trying to understand safe harbor.
