He isn't attempting to shoot down this bill.
He wants to delay it.

McConnell wants the vote on the CASH act (increase to $2000 payments) to be delayed past the Georgia runoff election.
That allows Loeffler and Perdue to campaign on the message that "we are going to get you the money Trump promised" in order to get elected, but then vote it down after the election.

Sanders is basically trying to force McConnell to have to bring that bill to a vote prior to the NDAA bill.
