Very, very tough nut to crack, since many of the political, class dynamics that we deal with in this capitalist country are mirrored in third world countries, with the top 10% controlling a large percentage of the resources and money.

You are going to have to find someone that can talk their talk and find the right way to appeal to their concern for their less fortunate neighbors. Because, there are some sects in the latin american community that will put money ahead of social services or immigration. No different than the situation we have here in the rest of the U.S.A.
