It probably would have been a surprise to many of the fodder dogs used as cover, but they would have taken prisoners.
Trump has been learning and experimenting. He sees other dictators killing in various ways, and he is eager to try it on his own. He's been escalating. It would have been easy to imagine that he would have consented to a few executions there.
