77. Chaos is the goal. He's a psychopath. It's a feature not a bug.

He loves it. He can't help himself. He's going to keep facking up regardless. Plus he's got support from his fellow psychopaths, Meadows, Miller, et. al. He's going to keep trying it on regardless. We need him neutered at the very least.
