And his cheating isn't so much about moving the ball. Geez, even the USGA encourages recreational golfers to not be so strict about the rules.
But, he's a notorious stroke shaver.
Drive into rough. 2nd shot into the water. Drop 3. On green in 4. First putt left 8 feet short. Picks up, calling a 10% putt good. A 6 and likely 7. Ignores penalty, ignores drop, says he made a 4 or 5. Shaves 1-3 strokes.
Does that 8-10 times a round. Says he shot 76, really shot 95.
That's way worse than fluffing a ball in the rough, or moving a ball out of fairway divot. (I actually encourage the latter.)
It's the ultimate in cheating at golf.
