The Senate Rules are enshrined in decorum. Cloture can be invoked by any 16 Senators.

And McConnell has been abusing it to an insane degree: https://www.senate.gov/legislative/cloture/clotureCounts.htm

There is no "filibuster" anymore. Whoever controls the Senate as Majority Leader can do what he wants.

Schumer is going to take that precedence and force votes on everything.
