they want to stoke conflict among the others - the others being white/brown/black, but not in power.

This isn't really about race, it's about class. But the white yokels taking their clues from the PTB think it's about protecting their White Heritage.

Class can be define by many things depending on the population.
- Race
- Language
- Family name
- Geographic origin
- Wealth
- Religion
- Skin and eye color
- Height / body build / symmetry
- Disease
- etcetera, etcetera.
