9. Could she not be arrested anywhere else in DC for having an illegal weapon?

If she has a legal Concealed Carry permit from her state, she may be legal in most of the surrounding states, but DC has very strict laws.

The other thing is if she violated the provisions for having the CC permit, then the permit would also be revoked.
